A.R.F.-Animal Rescue Foundation is a no-kill, all-volunteer, foster-based organization dedicated to rescuing and rehoming homeless dogs and cats into loving forever homes, including animals that other rescue groups often cannot accept due to advanced age or exceptional medical needs of the animals, and to enhancing the lives of animals by promoting affordable, responsible pet ownership and public awareness of animal welfare.
Our History
The ARFmobile, which you will see parked outside cat and dog adoption events.
It all started with “two chicks and a van.” In 1985, a small group of dedicated volunteers started rescuing cats and dogs from shelters in downstate Illinois and bringing them up north to be adopted. From humble beginnings, the organization began to grow.
Over time, more and more volunteers joined, rescuing more and more animals. A.R.F. was granted 501(c)(3) non-profit status. In 2008 we started working with PetSmart to manage the Adoption Centers in Wheaton and Darien which house feline residents available for adoption. We then began to collaborate with Wheaton Animal Hospital to ensure all animals are healthy and spayed/neutered before being adopted, except where medically contraindicated. In 2019, Fox Valley Animal Welfare League joined us as a veterinary supporter as well.
In 2023, A.R.F. rescued over 1,200 dogs and cats through the work of more than 150 volunteers. We look forward to increasing these numbers every year, providing animals with their forever homes and people with their pet companions.
Adoption Policy
Adoption Policies
The information below applies to any dog or cat adopted through A.R.F.-Animal Rescue Foundation.
Adoption Requirements
• You must be at least 18 years of age with a valid photo ID, submit an A.R.F. online adoption application, and be approved to adopt.
• All animals in your household must be spayed or neutered, current with all vaccinations (including rabies, distemper and bordetella for dogs; rabies and distemper for cats), and dogs must be heartworm tested and on heartworm and flea preventative.
• You must verify that you are allowed to have pets of the breed and size where you live. Before you are approved, A.R.F. volunteers must speak with your landlord or HOA/condo association representative.
• All human household members and resident dogs (if adopting another dog) must be in attendance on the day of the adoption to meet the new pet and agree that adoption is a good decision.
• The A.R.F. representative present and leading the adoption must agree that the pet’s placement with any particular family is in the pet’s best interest.
• You must be able to commit the time and resources needed to care for the pet.
• You must be able to take the pet home on the day of adoption with the appropriate restraint – collar and harness + leash for dogs and puppies, or a carrier for cats and kittens.
• You must pay the non-refundable adoption donation listed on the pet’s biography.
Adoption Process
Below is an overview of what to expect during the pet adoption process.
Step 1: Submit an Online Adoption Application
Once you’ve found your new best friend, fill out our online adoption application. This form will ask for information about your household, your vet, and previous pet ownership experience. Submit your no-obligation application as soon as possible, as priority is given based on the order in which the applications are received. Read more about our adoption policies.
Step 2: Application Review
Our application checkers will review the information you submitted. We will call your personal references and contact your vet to ensure your current pets are up-to-date on their vaccines. We might ask for additional information from you, such as lease information or condo rules regarding pets. This step takes approximately 5 business days, though can take longer depending on volume of applications or response to reference checks.
Step 3: Meet the Pet
Once your application moves forward, a volunteer will email to advise you of the result of your application’s review. Depending upon the order in which your application is approved, you will be invited to meet with the cat or dog you are interested in at a mutually agreed upon time and location – our Saturday adoption events are usually most convenient. You’ll be able to meet the animal, get to know them, and ask questions of their foster parents. Please bring all human members of your family and, if adopting a dog, any dogs that already reside in the house to ensure everybody is involved and in agreement. Final adoption approval will be determined after this in-person meeting.
Step 4: Fill Out the Adoption Paperwork
We’ll walk you through the benefits of adopting through A.R.F., then complete the adoption paperwork and collect the adoption fee. Finally, your new best friend is yours! If the adoption occurs at one of our in-store events, our volunteers can help you shop for needed items and accessories to make your pet feel comfortable and welcome at home.
Step 5: Complete Required Follow-Ups
All information regarding required follow-ups will be detailed in your adoption paperwork. For example, some pets are required to complete obedience training or be spayed/neutered (if delayed due to medical reasons) within a specified time frame. Complete these activities and send the required information to arf_il_proof@yahoo.com.
Step 6: Keep in Touch!
Our foster families love to hear how their pets are doing. Please send us pictures and updates through Facebook or via email at marketing@arf-il.org
Adoption Fees
Adoption fees depend on the animal. Please see the pet’s biography for information on their adoption fee.

David Adams is a man of many passions, but his love for dogs stands above all. He is not only a dog lover, but also the founder of an innovative platform called Sniffspot. This unique platform connects dog owners with private property owners who are willing to rent out their space for off-leash playtime. While the idea of Sniffspot was initially conceived by his wife, Rebecca, David has been the driving force behind its remarkable success, tirelessly overseeing its growth and development.
David's dedication to providing safe and enjoyable spaces for dogs to play, explore, and socialize is evident in his unwavering commitment to Sniffspot. He strongly believes that dogs need ample space and opportunities to stretch their legs and have fun. As a result, he has worked tirelessly to build a network of private property owners across the country who share his vision and are willing to offer their space for the benefit of dogs and their owners.
Despite his busy schedule, David always finds time to indulge in his passion for the great outdoors. He loves nothing more than exploring new hiking trails and embarking on thrilling outdoor adventures. Whenever he is not working on Sniffspot, he can often be found hiking or visiting multi-acre fenced sniffspots with his two beloved dogs, Soba and Toshii. He is an avid outdoorsman who enjoys the fresh air, breathtaking scenery, and the sense of freedom that comes with being in nature.
